To hit a good fastball that is thrown in on the hands, the batter has to have a quick bat. Good hitters are just that, they extend their arms when hitting. After pitching inside to a hitter and it is clear he turning on the ball, then it is time to change speeds.

Note: Hitting a batter is a reasonable fear, but one that has no place in a good pitcher's mind. A fastball thrown six inches inside is generally used to set up a later pitch on the outside the plate.
